Operations

The Jamestowne Village HOA establishes an annual, per property assessment fee to fund the day-to-day operations of the neighborhood. This annual, or regular, assessment is budgeted for things like utilities for the common areas (electricity, water, and sewer), routine landscaping of the common areas, monthly evaluation and regular care of our two ponds, property tax (common areas), insurance, accounting, and legal services if needed, community website, office supplies, and management service.

Reserve Projects

The JTV Board of Directors strives to protect, maintain, and enhance the existing assets of the Jamestowne Village HOA. If there is a budget shortfall, unforeseen repairs, or deferred maintenance that reserves cannot cover, the board will request approval from homeowners to levy a one-time special assessment.

Architectural Control

Before starting a home improvement project or addition, submit a Request for Architectural and/or Landscape Additions or Changes.

Architectural Control is an important part of maintaining aesthetics and property values in Jamestowne Village. The governing board of the JTV Homeowners Association designates at least three (3) members to serve as the Architectural Control Committee (ACC).

While it may seem arbitrary or stifling from an individual homeowner’s standpoint, the ACC looks out for the entire neighborhood. The ACC’s goal is to maintain a framework within which each homeowner can express individual tastes and preferences, while at the same time maintaining a harmonious view of the neighborhood and protecting property values. The ACC also works within confines of Covenants and Restrictions to discourage owners from allowing their homes to deteriorate.

When a homeowner is considering an improvement project that will change the look of the exterior home, including the driveway and landscaping, plans must first be sent to the ACC to make sure they are in compliance with the JTV HOA’s design standards. If the ACC has any concerns, it will let the homeowner know what they are and try to help come up with other options.

Before Starting a Home Improvement Project or Addition:

  1. Review the Covenants and Restrictions.
  2. Review the Guidelines for Approval (addendum to Covenants and Restrictions).
  3. Be aware that your project must comply with all city, county and state building ordinances and may require a building permit. It is the homeowner responsibility to research and obtain all applicable documents before starting the project.
  4. Submit JTV HOA’s Request for Architectural and/or Landscape Additions or Changes. Be as descriptive and precise as possible.
    • Two drawings will be required:
      1. Plat Plan, or “Top Down Map.” This may be drawn on a copy of your lot survey.
      2. Elevation(s), or “Side View(s).”
    • Actual dimensions (height, length, width) must be shown.
    • Show existing walls and fences. Driveways, parking areas and sidewalks must be shown.
    • Where applicable, describe plant selections and/or provide material samples and paint colors with your application.
    • Provide photographs or brochure pictures from vendors or contractors that you will use.
  1. Recognize that neighbors who can view your improvements from their property have a right to know about your plans, so speak with them.

Short Term Rental

Per the JTV Covenants and Restrictions, all lots are for residential use only. Garages may not be used as temporary or permanent residences.

To file a complaint regarding a short term rental, please submit a request online through the City of Charleston Citizen Support Center or call 843-724-7311.

The HOA Board will be doing a neighborhood inspection on September 28th from 5-7pm.

As our covenants and restrictions dictate, there are certain things we aim as a neighborhood to uphold, things such as white painted fences, trimmed shrubs, house power washing, no street parking overnight, etc. In an effort to be as transparent and available as possible, we wanted to let you know when this would take place to allow for open dialogue. Everyone’s goal is to live in a beautiful neighborhood and enjoy each others company!

Hello Neighbors!

It’s been awhile so I wanted to reach out on what I’ve been asked about from fellow neighbors and let you know what your HOA team has been working on! We had a great time at the neighborhood party at the playground a few months back, we look forward to doing more!

The city will come through about once a year and trim the branches that hang in the road and on the sidewalk. In the meantime, there are definitely trees that need to be trimmed by you as they become a liability (hitting someone in the face, etc.). Please cut these back so everyone can enjoy the sidewalks and roads.

What's Allowed?
I get a lot of questions on what is allowed to do to the yard and house. There are request sheets here on our website for the Architectural Control Committee to approve your project. Recently asked: Can I paint my shutters and doors? Answer: Yes – just get color approved. (There are a lot of pretty new colors going up!)

The two biggest complaints I get from neighbors and ACC team:

Neighborhood Newsletter May 2019

COME JOIN US, SUNDAY MAY 19TH FROM 12-3PM!

Come out and meet your neighbors! We will have this years party in the playground area. Blow up waterslide for the kids and cornhole for the adults!
Please bring a dish, a beverage, or a meat to grille to share!

Notice
You may have received an Architectural Control Committee Notice of Violation in the past few weeks. Now that there is a board again, we are working to get everyone back up to code according to the Covenants and Restrictions. If you have any questions about why you may be receiving one, or if you need help in completing the tasks, please let us know! We are more than happy to get together and help out.

Update:
We hope to have power to the playground area and the irrigation working on that side this week. The saga continues.

Sadly the front pond fountain has stopped working, we figured it would eventually because it was old and didn’t work in the past, but the aerators are in and will do a better job of ensuring the health of the pond.

Yard Sale

JTV Yard Sale

SATURDAY, APRIL 13TH AT 7:30AM! Neighborhood yard sale will be posted online and signs will be out to get the word out. Cleaning up after the yard sale: Goodwill is right around the corner! Here is a LINK to what they accept. Need a place to take things that won’t sell? HERE is Charleston County Landfill info.

We are excited to get together with all of our neighbors for a social in our playground area this Spring! An email will be going out to see what the best date in May or June would be.


Don’t Forget!

  1. The city expects all tree limbs to be no more than 4 ft long for their pickup (or they will drive right past!)
  2. Parking on the street overnight is not allowed. It is an issue for emergency vehicles and morning buses.
  3. Need to borrow a ladder? Have questions about storm shutters? We are here to help whether you want to email the board or ask your neighbors on the Facebook page!

It feels like Spring!

And Jamestowne Village residents are getting after it! Power washing, trimming, pretty new flowers… I pity the owner having to decide the next Yard of the Month!

If you need approval for changes to your home/yard, the approval sheet is on our website under Architectural Control. Also on the Bulletin Board section of the site is the contact for a power washer who gave us discounted rates.


JTV Yard SaleWe sent out an email asking for best dates for our Spring Neighborhood Yard Sale. Please let us know which Saturday works best for you! Click here for link to survey.

This month we put aerators in both ponds. This will improve the health of the ponds by boosting dissolved oxygen levels, which will help our beneficial bacteria, and our new fish friends. We are stocking the ponds with a few Weed-eating Grass Carp and Mosquito Fish.


Sprinkler

We now have irrigation at the entrance to Jamestowne Village and in the playground! Waiting on electrical on the playground side, but the right is up and running.

Neighborhood Newsletter February 2019

Hello Neighbors!

A lot has happened and continues to get done since the last newsletter.  We had our annual meeting at the new James Island Town Hall.  Thanks so much to all that came, and if you couldn’t make it, meeting minutes will be up on the website www.jamestownevillage.info soon.
Here are some highlights from the meeting:

  1. We added 5 new board members!  We now have 9 total.
  2. In 2018, 13 homes in JTV changed owners.  Average sales price was $327,400.
  3. People have used the power washer that we posted on the website and were happy with his service.

We are currently getting quotes for aeration and fountains for the two ponds to help with mosquito control and water quality.


Some concerns that were brought up at the meeting:

  1. Do not put trash/debris/cans on the curb until the day of garbage pickup, or leave cans out for days after (Article 8, Section 15 of JTV C&Rs).
  2. Parking on the street overnight or in the yard is not permitted and could result in legal action if warnings are ignored.
  3. Be aware of cyclists and pedestrians in our roadways and obey stop signs and speed limits. We have many walkers and young children and we need to be safe.
  4. Any tree limbs hanging at face level over sidewalks on your property may be trimmed for safety, but let the city do major limbs.

Board of Directors

The Jamestowne Village Homeowners Association (the HOA) is a legal entity that operates within state statutes and is governed by a board of volunteers elected on a staggered basis by JTV homeowners. The Board is responsible for the care of common areas and financial responsibilities of the HOA and for maintaining a harmonious view of the neighborhood and protecting property values. The HOA Board:

  • Manages routine care of common areas and considers and plans for periodic repairs and upgrades.
  • Sets the annual assessment at an amount not more than five percent (5%) above the maximum assessment for the previous year (without a vote of all JTV homeowners).
  • Recommends and executes requests for special assessment when needed for repairs or projects not covered by the annual assessment.
  • Sets due dates for the annual assessment and any special assessments. Currently, homeowners are assessed a yearly fee in December, due by January 31st of the new year.

The HOA Board also works within the confines of Covenants and Restrictions to discourage owners and residents from allowing their homes to deteriorate. Specifically, the HOA Board:

  • Appoints three (3) or more members to comprise an Architectural Control Committee (ACC). The ACC reviews homeowners’ requests for improvement projects to make sure they comply with the HOA’s design standards.
  • Notifies homeowners when they fall out of compliance with the HOA’s Declaration of Covenants, Conditions, and Restrictions (Covenants and Restrictions).
  • Works with homeowners to come up with options to resolve issues.
  • When timely solutions are not identified and implemented, files liens against homeowners’ properties to encourage problem resolution.

At board meetings, board members review operations, oversee the manager’s work, develop options to resolve disputes, and plan for the future. Homeowners are encouraged to attend all meetings to ensure that their dues are being put to good use and so that their voices are heard.
